This guy is not country! Did he just randomly pick country b/c listening to his CD and it is straight up Pop. Talented but not a shread of country. Seriously who picks the genres on albums? Label, artist, etc.?

Genres were originally created to separate 'black music' or 'race records (As they were called back in the day) with the rest of the music. You used to have pop and jazz and rock and country all in the same bin, just like what's happening now. He may not be country from country that was 10 years ago but that was the same 10 years ago as it was the 10 years before it and so on.
